Dear her Appleton
I should like to

express my appreciation of your attitude, and that of Mr O'Grady, in bringing your information about the llong Kong cases privately to my notice, instead of raising the question publicly in Farliament or in the Fress.with results that in these days, might prove very awkward for all of us. If I may be allowed to say so, your procedure is absolutely the right one, and I do at sincerely appreciate your courtesy and consideration.
As I told you at our interview yesterday there is no doubt whatever about it that the British law with regard to slavery holds good in líong Kong as it does in all other British Colonies and I hope that you will make it absolutely clear to Colonel Ward that the old Loast holds true that there is no such thing as slavery under the British Flag: were it otherwise I would not continue in my position aa rotary of state for the Colonies for a moment.
